A Attestation of Consular Documents
The High Commission charges fee of
RM 10/- per consular attestation. The requisite fee has to be deposited in High Commission for Pakistan, Kuala Lumpur’s
Bank Account No. 100020014413, at AFFINBANK. The bank-in slip, a photo copy of the document(s) National Identity Card/passport and their photocopies along with the original documents have to be submitted for attestation. Following are the requirements for attestation of documents by the High Commission:
- All types of documents issued in Pakistan i.e. birth certificates, marriage certificates, affidavits, driving licenses, NADRA's registration form, police character certificate, educational certificates/degrees etc. must be attested by the Ministry of Foreign Affairs, Islamabad or its Camp Offices at Karachi, Lahore, Peshawar or Quetta, prior to their submission to the High Commission for consular attestation.
- All types of documents issued in Malaysia i.e. birth certificates, marriage certificates, affidavits, educational certificates/degrees, certificates of origin, invoices etc. must be attested by the Ministry of Foreign Affairs, Malaysia (Wisma Putra), Putrajaya, prior to their submission to the High Commission for consular attestation.
- In case of Pakistani nationals, desirous of getting their signatures attested on affidavits, pension papers, authority letters etc., the deponent(s) or signatory(ies) has/have to sign the document(s) in presence of relevant official of the High Commission. In case they cannot come to the High Commission their documents have to be notarized and attested by the Ministry of Foreign Affairs, Malaysia (Wisma Putra), Putrajaya, prior to their submission to the High Commission for consular attestation.
- In case of Malaysian nationals, desirous of getting their signatures attested on affidavits, authority letters etc. the deponent(s) or signatory(ies) has/have to get their documents notarized and attested by the Ministry of Foreign Affairs, Malaysia (Wisma Putra) Putrajaya, prior to their submission to the High Commission for consular attestation.
- Two original passport size photographs with white or blue backgrounds are mandatory for attestation of all Power of Attorneys. Similarly two witnesses with their CNIC/NICOP Cards or Passports are also required to be present on the occasion.
- The High Commission of Pakistan, Kuala Lumpur, reserves the right to verify the documents from the issuing/attesting authority prior to their attestation.
B Consular Certificates
The High Commission of Pakistan, issues consular certificates i.e. driving license conversion certificate, matrimonial capacity certificates (non-marriage certificate), certificates confirming the family members, marriage certificates etc. on the basis of original supporting documents attested by the Ministry of Foreign Affairs, Islamabad, or its Camp Offices in Karachi, Lahore, Peshawar and Quetta.

Bank Account No. 100020014413, at AFFINBANK. The bank-in slip, an application for the issuance of consular certificate along with original supporting document(s) and its/their photocopy(ies)and passport/National Identity Card and their photocopies have to be submitted at the counter.

Matrimonial Capacity Certificate (Non-marriage certificate)
Following documents are required to be submitted for the issuance of above certificate:
- An affidavit of parents confirming the marital status of the applicant as single or a certificate issued by Nazim/Secretary of Metropolitan/Municipal Corporation/Union Council in Pakistan confirming the marital status of the applicant as single. The above affidavit/certificate must be attested by the Ministry of Foreign Affairs, Islamabad, or its Camp Offices in Karachi, Lahore, Peshawar and Quetta.
- A copy of letter from Malaysian immigration authorities that they have no objection to the proposed marriage of the applicant. Original to be shown at the High Commission.
- Copy of applicant’s Pakistani passport and copy of Malaysian Identity Card of would be wife/husband of the applicant. Originals to be shown at the time of submission of documents.
- One photo each of the bride and bridegroom plus personal presence of both is mandatory.
- It may however be noted that the applicant must possess a valid Malaysian resident/student/professional visa on his national passport.

Driving License Certificate
Following documents are required to be submitted for the issuance of above certificate:
- Original driving license and/or a no objection certificate (NOC) of driving license issuing authority and their copies. The above license or NOC must be attested by the Ministry of Foreign Affairs, Islamabad, or its Camp Offices in Karachi, Lahore, Peshawar and Quetta.
- Copy of applicant’s Pakistani passport. Originals to be shown at the time of submission of documents.
- It may however be noted that the applicant must possess a valid Malaysian resident/student/professional visa on his national passport.

Certificates Confirming the Family Members, Marriage Certificates etc.
Following documents are required to be submitted for the issuance of above certificate:
- Original NADRA’s Registration Form/Marriage Certificate (Nikah Nama)/Birth Certificate(s) and their copies. The above documents must be attested by the Ministry of Foreign Affairs, Islamabad, or its Camp Offices in Karachi, Lahore, Peshawar and Quetta.
- In case the family members of applicants are residing in Malaysia, their original passports along with copies are required to be submitted.
- It may however be noted that the initiator of all such certificates must possess a valid Malaysian resident/student/professional visa on his national passport.
The High Commission of Pakistan, Kuala Lumpur, reserves the right to verify the documents from the issuing/attesting authority prior to issuance of consular certificates. An amount of RM 10/- charged for each attestation/certicicate is a non-refundable processing fee.
